Can I use Payoneer card to boost my facebook post?

This is possible. If you didn't use your card to boost from any other account, you should be able to pay with it.

Though I prefer PayPal for that.

Local credit card with bank permission for international online purchase can also do the same.

There are several virtual master and visa card provider is providing this service. Please search on facebook and google. You can easily find them.

No doubt that facebook is a good social media site. You can get traffic to your websites or Blogs through facebook  very easily, but how can you earn from this.

Thats a different topic of marketing. Facebook marketing works for some goods and a time waste for other products.
